These are strictly my views based on my experiences..
1. If our Netas see it, they will form delegations to be sent to Japan to study how they did it.
2. Then a delegation of Secretaries will go to talk to people who did it.
3. Tenders will then be called for the job and finalised in 6 months unless a SCAM is reported in selection of the party.
4. Then the Joint Secretaries will go along with the engineers of the tender winning party to look at the technology, material and methods used in reconstruction.
5. Job will get underway.....
6. Then stalled as material will fall short or the unions will go on strike, knowing fully well the criticality of the job and its blackmailing power, holding the entire nation to ransom.
7. After that is sorted out, parts of the built road will start caving in. Defective and sub standard work will be reported in the media.
8. Government will set up an enquiry and suddenly a news will start that the enquiry officer himself has a history of corruption.
9. The opposition parties will start an agitation at Jantar Mantar in Delhi. Work in the Parliament will be stopped by the opposition parties, demanding a JPC to be formed to investigate the matter. Government will refuse.
10. Eventually, a compromise will be reached. PM will apologise to the nation and the Enquiry Officer will be removed from service.
11. EO will appeal to Supreme Court.
12. Supreme Court, being the only body in the country thinking of the country's interest, will order that work should commence immediately and completed on schedule. Meanwhile, hearing in the case will also commence.
13. The reconstruction work is completed. Big statements will be issued by various ministers thanking Sonia Gandhi for full support in getting the work done on time and helping the country in difficult times.
14. Contractors will go home but the road will not be opened since none of the top leaders have time to inaugurate the opening and take credit for it on behalf of the government.
1. Meanwhile, unauthorised settlers will make temporary huts on the sides of the road and convert the new road in to a public open dormitory cum toilet facility.
2. Media will build up pressure and people's groups will be formed to agitate and force the government to open the road urgently.
The last I heard about it was that public was trying to open the road by itself and Police arrangement has been made there on a permanent basis to keep the road closed. I had to make a long detour costing me a lot every day in my car. I have therefore shifted from that area to another where the roads are all open.
